Floor over sand

We are getting ready to close in underneath our front steps to make a storage area for garden tools and such. What is the best thing we could use for flooring? The soil is sandy and we have discussed several things but haven't settled on one yet. Any suggestions would be helpful.

    cheapest will be weed mat and washed pebbles, both are easy to carry and install in places where you may not be able to stand up. MOre permanent would be pavers, but they require more of a foundation and are more work and expense.
